German-Estonian Academic Month Brings President of European Parliament to University of Tartu
At the end of September and in October, German-Estonian academic month „Academica 2013“ takes place in the University of Tartu. On 1 October, in the framework of the first conference of the month of science, „Germany in Europe, Europe in Germany”, Martin Schultz, the President of the European Parliament will visit the University of Tartu. On 24 and 25 October, the 20th anniversary of the establishment of administrative courts in Estonia will be celebrated with the conference „At the Source of Modern Public Administration – the Sources, Developments and Perspectives in Estonia and Germany”.
This autumn for the first time, “Academica” lasts for a whole month. With this new approach, in this and the following years, the faculties of the University of Tartu will have a more important role as they contribute to the organisation of conferences that take place in the academic month and to the Estonian-German research cooperation. Marco Kirm, Vice Rector for Research of the University of Tartu, considers the cooperation with German universities and research centres very important to the University of Tartu: Germany is one of the leaders of Europe in the development of economy, innovation and research and development. The cooperation between researchers in these fields contributes to the internationalisation of our alma mater:”
The German-Estonian academic month provides Estonian and German researchers with the possibility to develop cooperation in their fields and analyse the burning problems in research, the universities and the society. In the framework thereof, two important conferences discussing socially relevant topics shall take place. “These two conferences and other events of “Academica” will certainly widen the cooperation network of our researchers and help create new joint research projects,” said Kirm.
The conference “Germany in Europe, Europe in Germany” shall commence on 30 September. On the main day of the conference, 1 October, Martin Schultz, the President of the European Parliament, shall deliver a presentation on the unemployment of the youth in Europe. The topic is also commented by students. Schultz will also discuss the topic of “brain drain” which is a typical problem in several European countries. At the follow-up debate, visiting researchers from Germany shall talk about the role of Germany in the direction of the politics and economics of the European Union within the last five years.
With the conference “At the Source of Modern Public Administration – the Sources, Developments and Perspectives in Estonia and Germany” on 24 and 25 October, the 20th anniversary of the establishment of administrative courts in Estonia is celebrated. The conference analyses the sources of modern public administration, the misuse of public administration in dictatorships, the establishment of public administration in Estonia and re-establishment thereof in the 90s of the last century, the reform of the general part of the administrative law from 1995 to 2001, also administrative courts in Estonia and elsewhere and the burning problems in the field. The OECD report of 2011 shall also be discussed. The report states that the size of Estonian population and the complexity and expensiveness of Estonian public administration are in an inverse relationship and are thus in dire need of new and more efficient solutions.
Traditionally, in the framework of the month of “Academica”, lectures are delivered by researchers from Germany in the faculties and institutes of the University of Tartu. The lectures also discuss the recent developments in economics and politics in Germany and effects thereof to Estonia. A traditional meeting of German and Estonian students shall also take place.
